Note 37 - The laity should disclose their needs etc…should tell Pastor regarding what is good for the Church. People may be duty bound to speak about to Bishops. Vatican 1 did not meet criteria for infallibility. Controversial questions were raised. Sensus fidei - baptized person has a sense of faith when collectively understood - sensus fidelirum.
